9 Nation/World Airlines' grade card issued First monthly report shows one in four flights arrived late The Associated Press WASHINGTON — One in every four flights by the major carriers arrived 15 minutes late in September, and 150 flights arrived tardy more than 80 percent of the time, the government reported yesterday. SOURCE: Department of Transportation The airlines' on-time report card was issued by the Transportation Department in the first set of monthly statistics aimed at helping travelers choose airlines with the best service. Knight-Fidder Graphic Counting a flight as arriving on time if it was within 15 minutes of the scheduled time, the report for September said that American Airlines had the best on-time arrival record, with flights arriving on time 84.5 percent of the time. USair was the tardiest among 14 carriers listed by the report, based on statistics supplied by the airlines themselves; one-third of the chronically late arrivals belonged to Delta Air Lines. While the department report provided consumer information on tens of thousands of flights, critics called the information incomplete because it failed to include delays caused by mechanical errors and because the on-time information did not focus on specific flights. Furthermore, some information on delays at specific airports, based on passenger volume, covered only 27 major airports, excluding such cities as Cincinnati, Kansas City, Indianapolis and New Orleans, all of which have major aviation activity. Rep. Norman Mineta, D-Calif., chairman of the House Public Works and Transportation Committee's aviation subcommittee, said that the report was confusing and that it did not! consumers. Mineta is sponsor of legislation calling for more comprehensive airline disclosure requirements. Meanwhile, the department said the number of airline complaints received by its consumer affairs office declined for the second consecutive month. It said 36 percent fewer complaints were received in October than had been reported in September. The University of Kansas has found that a computer with these features and benefits is definitely a good buy, especially at state contract prices.
