On the scene Jeremy Kohn/Special to the KANSAN Police investigate bar's close-out sale Bv MICHAEL MERSCHEL By MICHAEL MERSCHEL Staff writer A Lawrence bar whose owner plans to close it by the end of the month is under investigation by Lawrence police for possible liquor law violations. The Sanctuary, 1401 W. Seventh St., advertised last week that it would serve "all the draft beer you can drink" on Fridays and Saturdays. Owner Ace Johnson said the offer would be good for the final two weeks the tavern would be open. Johnson plans to close the tavern Thanksgiving or the weekend before, depending on whether his employees will work over Thanksgiving. Johnson said there was a $4 cover charge on the nights of the special, but that was the only charge for the unlimited beer. off," he said. "We're obliged to do that." But John Lamb, chief enforcement officer of the Alcoholic Beverage Control in Topeka, said all-you-candrink arrangements like the Sanctuary's were not legal. "If you get drunk, we'll cut you Lamb said state liquor laws prohibited clubs and drinking establishments from offering or serving any free alcoholic beverage in any form to any person. They also forbid owners of such establishments from offering to sell unlimited drinks for a set period of time and for a fixed price. "Not even close." he said Drinking establishments also must charge customers what it costs the establishment to buy alcoholic beverages. The laws also prohibit advertising and promoting illegal practices concerning alcoholic beverages. Lamb said on Friday that he would refer the case to Lawrence police because it fell under their jurisdiction as well as the state's. The Alcoholic Beverage Control office sometimes asks local law enforcement agencies to investigate violations, he said. Yesterday, Lawrence police sergeant Don Dalquest said the case was under investigation and that he could not comment further. Johnson said last night that he had not been contacted by law enforcement officials. He said Friday and Saturday that he was doing nothing wrong. "I know liquor law better than most people do because I've been lobbying to change it for so long," he said. "I don't see anywhere that this violates the law." Johnson said someone would have to prove that what he was doing was illegal before he would stop the offer. Johnson said he was quitting the business after 22 years because he believed it would be a mistake. "I'm giving customers a good buy for a going-out-of-business sale," he said. Originally, Johnson had planned to build apartments on the land the Sanctuary is on. Later, he planned to sell part of the land for apartments in a building the Sanctuary building into a clubhouse from which he would run his catering service. But Johnson said that because he and the prospective buyers had difficulty financing the deal,he sold all the land to another buyer who might build apartments.
