Jeff Klein/Special to the KANSAN "First and foremost, it's time to amend the Constitution to require a balanced budget," Dole said. "Without a constitutional restriction, Congress will fall back on deficit spending." Along with a balanced-budget amendment, Dole said the president needed a line-item veto. Dole said that if Congress would not act, he would call for a convention to amend the Constitution to require a balanced budget. "The president is put in the position of the car buyer forced to accept an automobile loaded with options he doesn't want and doesn't need," he said. "A line-item veto would allow the president to spend bills and strike out wasteful and unnecessary pork-barrel projects." Dole alsoiterated his stances on trade, national defense and the ReaTion. He said trade barriers should not be erected to curb foreign competition. But the nation should act if other nations have unfair trade practices, the work force could be made more efficient by getting back to educational basics. Supporting President Reagan's defense policies, Dole said the Stategic Defense Initiative was the best way to defend the nation. "Ronald Reagan has galvanized the nation into action on SDI, and I will begin phased deployment when it's ready," he said. Although Dole was the Republican front-runner to most people gathered in Russell yesterday, he remained behind Vice President George Bush in the race for the Republican nomination, a KU professor said. Allan Cigler, associate professor of political science, said that Dole was 10 to 15 percent behind Bush in national polls. But, Cigler said, Dole had greatly increased his chances for the nomination in the past year. Burdett Loomis, chairman of political science, said that few people would argue that the nominee would be someone other than Bush or Dole. Any mistakes that Bush makes will be to Dole's advantage, Loomis said. But to win, Dole would have to win the N.C. game well in the New Hampshire primary. And Loomis said both candidates were at the mercy of the economy. any Republican candidate will be hurt." Loomis said. Cigler said that there was little chance a constitutional convention would be called or that Dole would be given the power Congress to grant a line-item veto. "And the last thing Congress wants to do is let the president go through a bill and throw out anything he doesn't like." Cigler said. Politicians are afraid of constitutional conventions because there is a risk they would drastically changethe Constitution, he said.
