"There is no basis for the story in today's Los Angeles Times," State Department spokeswoman Nancy Beck said yesterday. "There are no discussions or current plan for a summit between Demonstrations honoring Hess banned President Reagan and General Secretary Mikhail Morbachev in September in connection with the U.N. General Assembly meeting." An administration official said, "We don't have any indication to believe that he is coming."
