Prof dislikes science program cuts Robert Hoffmann, KU professor of systematics and ecology and curator of mammals at the Museum of Natural History, said in his talk, "Science in the Soviet Union," that both countries lost when such exchanges were restricted. Hoffmann said the issue was not that one nation had more scientific knowledge than the other; rather, the idea of ideas was what concerned scientists. All but two scientific exchange agreements have been cut by the Reagan administration, ostensibly to curtail the drain of American tech-savvy employers from high-money, Hoffmann said. Exchange programs between U.S. and Soviet academies of scientists remain intact. The greatest difference between Soviet and American approaches to scientific research rests in the highly centralized Soviet system, he said. In theory, such centralization is more efficient, but in practice, Hoffmann said, the Soviet system's vastness renders it inefficient.
