"By the time that guy sells a couple cases of beers, the hours are paid for." Perez and Blomgren each said they already paid rent and insurance for seven days a week, so they wanted to be able to sell on that seventh day. "I will now be open 52 more days a year." Blomgren said. "That's huge." On July 2, the Lawrence City Commission voted unanimously to allow Sunday sales. No petitions were officially filed against Sunday sales by yesterday's 5 p.m. deadline, said Frank Reeb, Lawrence administrative services director. He said a Lawrence resident was at City Hall with a list of signatures, waiting for another citizen to bring additional signatures. The second person never came and a petition could not be filed. Reeb said the woman was not from any specific organization. Kansas law prohibits the sale of alcohol on Sundays and holidays. It was challenged in March when a Wyandotte County district court judge ruled city laws could override the state's. The ruling came after Wyandotte County liquor store owners said they were losing business to Missouri liquor stores, which could open on Sundays. Blomgren said Sunday liquor sales in Kansas were a good idea because it kept money in the state. Chris Mandigo, owner of Gomer's Fine Wines and Spirits in Kansas City, Mo., said Lawrence was far enough away that he didn't see a lot of business from there. Although he said he had many Kansas customers on Sundays, he didn't expect a large drop in business. So far Kansas City, Kan., Lenexa and Overland Park have passed laws approving Sunday sales. Berger said he thought the number of Lawrence residents who traveled to Missouri for alcohol was insignificant. Even those are subject to change, Berger said. "Once the state Legislature gets back in January, they could reverse it." he said. "I usually issue the most violations at this time in the 7:30 p.m. lots," Graber said, referring to parking lots that are reserved for faculty only until that time. Graber noticed a car without a permit in one such lot off Emery Lane. As he wrote the ticket, the vehicle owner came out. Graber politely told the student that the lot is faculty only until 7:30 p.m., and let him leave without issuing a ticket. "We're not jerks about writing tickets," he said. "If someone comes out as we're writing a ticket, we'll usually just let them go." Those with accumulated tickets are really the only people who have to worry, Graber said. If a person has over $100 in tickets, he would probably tow, he said. Graber, a graduate student at the University and a recipient of campus parking tickets, said his job was like any other campus job. This is a rare occurrence, though. Graber said that he probably only towed one car every two weeks. "People need to understand that we're not trying to screw anybody," he said. "I'm just trying to make some money." Donna Hultine, director of parking services, said the student, or yellow permits, were oversold by 22 percent, the highest of all types of permits. She said it was easier to oversell yellow permits because students come and go more often than faculty and staff. Because all types of permits are oversold, drivers with gold, blue or red permits end up parking in the student lots because of the parking pecking order. The lack of parking at the University is something the parking commission discusses every year. Hultine said. "There's just no good alternative," she said. Administrators need to decide if the answer is to create more spaces or sell fewer permits, Hultine said. The University has never limited permit sales, she said. Kansas State University has just as big of a problem with parking, but Jeff Barnes, Kansas State's external operations manager, said they had a plan of action. To combat the lack of parking for 4,000 cars, Kansas State is building a 900-stall parking garage.
