The victim was outside of Bubba's, 2228 Iowa Street, when a man approached him, pointed a gun at him, and asked for his money. The victim gave the man $40. The incident took place between midnight and 1:40 a.m. Tuesday morning. The victim was apparently walking home. Sgt. Mike Pattrick of the Lawrence Police Department said police do not yet know if the incident is related to a similar incident that occurred early Saturday morning in the 1300 block of Ohio Street. Committee does not endorse $500 million bond proposal TOPEKA — A legislative committee declined yesterday to endorse a proposal calling for the state to issue $500 million in bonds to shore up the pension fund for teachers and government workers, sparking criticism from a prominent Democrat. Legislative leaders and Gov. Kathleen Sebelius can approve the bonds even if the Joint Committee on Pensions, Investments and Benefits doesn't make any recommendations. However, leaders sometimes defer to the committee because it studies pension issues in more depth. The committee heard testimony yesterday, but members did not act. Senate Minority Leader Anthony Hensley, D-Topeka, a committee member, called the meeting "truly a waste of legislators' time and taxpayers' money," adding, "this is a poor way to conduct the state's business." Hensley chastised the committee for failing to debate the issue, but its chairman, Rep. John Edmonds, said panel members discussed ideas in questioning witnesses. He said they were not ready to make recommendations on issuing the bonds and how they should be paid off.
