ASC Human Rights Bill Remains Unsigned
Although Chancellor W. Clarke Wescoe has approved 20 pieces of All Student Council legislation, six bills, including the Human Rights Bill, await his action before the end of the semester.
The chancellor said yesterday he had not yet considered five bills, and had returned amendments to another asking that the wording be changed.
Amendments to ASC Bill No. 3.
a bill concerning standing committees and executive appointments, were returned unsigned, he said, because they were not worded properly. The amendments listed sections, but not chapters, in the ASC constitution.
THE CHANCELLOR said he had no objection in principle to the amendments.
Items the Chancellor has not yet considered are:
- Bill No. 26 — which establishes a student opinion poll committee.
- Bill No. 7 — a bill concerning human rights at KU.
- Bill No. 28 — which establishes a student leadership program.
- Bill No. 29 — which ratifies the constitution of the Associated Student Governments of the U.S.A.
- An amendment to Bill No. 9 adding a sentence concerning student involvement in the World University Service.
The bills Chancellor Wescoe is
considering were among those passed by the ASC between Oct. 6, 1963 and May 12, 1964. These bills were never presented to him as required the ASC constitution.
Passage of an anti-discriminatory amendment to ASC Bill No. 7 brought about the discovery this fall that the bills had not been presented to Chancellor Wescoe.
Chancellor Wescock said he discovered the situation when he was
presented the amendment to Bill No. 7, and found he had never seen the bill.
Clancellor Wescoe urged council members to consider every piece of legislation they are passing.
"No legislation should be passed hastily," he said. "Every amendment should be considered in relation to the bill it is amending.
"Legislation is important. Time should be taken with it," he said.
