They would be presumed to be disabled and could qualify for pensions if unemployed and below income limits of $1,800 if single and $3,000 if married. Cost-of-living increases averaging 5.4 per cent would also be provided for 1,830,411 war veterans, widows and children whose total benefit checks last year ran to $1.9 billion.
