14 University Daily Kansan / Thursday, October 31, 1991 Pell Grant bill sent to Senate for approval The Associated Prese WASHINGTON - The Senate Labor and Human Resources Committee voted unanimously yesterday for a bill authorizing $7.15 billion in federal student aid and higher education programs. The legislation, a seven-year reauthorization of the Higher Education Act, would change the Pell Grants program gradually over five years. Currently, a student showing financial need can obtain a maximum federal grant of $2,400. The program is discretionary. However, the bill would make the program an entitlement and authorize a $3,600 maximum grant for fiscal 1994, with $200 annual increases thereafter. "For those who rely upon federal student aid to bring a college education within their reach, our bill does much," said Sen. Claiborne Pell, D.R.I. "We provide a stronger student aid program, increased Pell Grants, and improved special assistance to those most in need." The committee vote sent the measure to the full Senate, which may act before reelection, said Committee Chairman Edward Kennedy, D-Mass. If not, the reauthorization bill will be debated on the floor early next year. Other provisions of the bill would: ■ Increase loan limits for the guaranteed student loan program. Total undergraduate limits would increase from $17,250 to $21,000 and total graduate limits from $54,750 to $66,000. lege education." Streamline the process for determining need. There would be one need analysis for all federal programs. Eliminated would be the home and farm equity for families with incomes Award college scholarships of up to $5,000 per academic year for up to three years to individuals who agree to teach in return for the aid. of less than $50, 000. Application forms would be simplified. The House has a similar version of the bill, which comes up for renewal every five years. Before approving the bill 17-0, the committee warned Sens. Paul Simon, D-Ill., and Dave Durenberger, R-Minn., not to try to attach to the measure their controversial student financial aid proposal. The senators want bypass banks and put the $2.7 billion saved by such a move into more student aid. The Internal Revenue Service would be the collection agency. Deputy Education Secretary David Kearns said Tuesday that any student bill aided at bypassing banks and providing direct loans would most likely result in a veto if it reached President Bush's desk. Kennedy said yesterday that he disagreed with many of the bill's specifics and was concerned about the lack of a transition period from the old system to the new one. The committee rejected a request by Simon and Durenberger to delay action on the reauthorization bill for a few months to allow time for proponents to work out problems critics found in the proposal.
