Washington Nearby 100 urban areas have air pollution exceeding federal standards, and many will need to take strong measures such as using cleaner gasoline or controlling industrial emissions to clean the air, the Environmental Protection Agency said yesterday. Air pollution exceeds standards in 98 communities The EPA's identification of areas with the worst air pollution gives notice to state and local authorities who will have to impose new pollution controls under the Clean Air Act passed by Congress last year. The communities have three to 20 years to comply with the controls, depending on the severity of the pollution. Many of the worst air-quality problem areas such as southern California have been on the EPA's noncompliance list for years. But in some, the dirty air is widespread. The EPA found 98 urban areas, some stretching across parts of several states, exceeding the maximum allowable levels for ozone, the primary component of smog. Forty-two areas were found not to meet federal standards and 71 areas exceeded federal maxima for dust and other particles. The Associated Press Yeltsin proposes bill to give Russia more economic power The Associated Press MOSCOW — Russian Federation President Boris Yeltsin proposed legislation yesterday that would give him and the Russian Supreme Soviet the authority to suspend national laws that "hamper economic reforms." The proposal was another example of how Yeltsin is seizing power from the national government and legislature, which have been weakened since an August coup failed and signaled the breakup of the old Soviet regime. The proposal, titled "On Legal Provisions for Economic Reforms," was circulated yesterday at the Russi a i n Congress of People's Deputies, the Russian republic's parliament. Yeltsin told the national legislature in an open speech that the failure of the coup had resulted in control of the economy by a conservative central government. In January 1980, groups from Nakhichevstan stormed several border posts and fences and bolted into Iran but were later returned. Tass said another large crowd gathered at the bridge yesterday. Iran has offered limited support for the Muslim rebels in Nakhichevan but has played down unification. Nakhichevan is a 2.120-square mile region between western Armenia, Turkey and Iran. It is not connected to the rest of Azerbaijan. The Nakhichevan region was ruled through the centuries by ancient Persians, Arabs, Turks, tongues of the past.
