Presidential candidate Gov. Douglas Wilder speaks at Kansas State

MANHATTAN - The nation's political system is dominated by special interests, professional mercenaries and television sound bytes, Virginia Gov. Douglas Wilder said yesterday.
He said the two-party system was fueled by ever-increasing competition between the "party of the outside and inside" of the Americas, like America and forgotten America."
Wilder, a candidate for the Democratic nomination for president, told about 1,500 people during a Landon Lecture Series speech at Kansas State University that selfishness, insensitivity and a lack of vision among political leaders had undermined the economy.
"All in all, this nation is considerably worse off economically than we were a century ago."
Wilder hammered at the theme of the United States' material decline and an increased tax burden being carried by the middle class.
"If we look back,we'll realize that it
has been nearly a generation since Americans have seen a real increase in their standard of living and the value of their paycheck, despite the fact that more families have two incomes," he said.
"I fervently believe that the taproot of America's decline can be found in the selfishness, insensitivity and utter lack of vision that has grown steadily worse in Washington over the last 10 years."
Wilder cited an assortment of statistics to show the decline of the U.S. middle class, and he called the present economy anemic.
He blamed Washington leaders for "passing pork-barrel legislation, ignoring or vetting badly needed legislation and posing for pictures while imposing on our personal freedoms at everyturn."
Wilder, who was elected lieutenant governor of Virginia in 1985 and governor four years later, announced his candidacy for the presidency Sept. 13. He is the nation's first elected African-American governor.
Alleged victim's undergarments OK in Smith case

WEST PALM BEACH, Fla. — A judge ruled yesterday that William Kennedy Smith's attorney could use his accuser's dress and undergarments asevidence in tomorrow's trial, which they claim will prove his innocence.
The clothing's condition, particularly the bra, will disprove the 30-year-old woman's claim that Smith raped her on the grounds of his family's estate, lead attorney Rov Black said.
The woman told police that Smith, 31, tackled her and used his chest to pin her down while pulling up her dress.
"The lack of damage to these items clearly proves Mr. Smith's innocence." Black said.
Lead prosecutor Mora Lira said the woman's underpants, bra, pantyhose and dress might be improperly interpreted as suggestive or implying that "someone who buys their underwear at Victoria's Secret cannot be a victim of a sexual battery."
