6 University Daily Kansan / Wednesday, October 30, 1991 Bombings, tension precede opening of Middle East talks The Associated Press MADRID, Spain — Arabs and Israelis alike voiced hopes yesterday for forging a lasting accord, but the historic event of the eve of historic Middle East talks. A bombing by the fundamentalist group Hozbollah killed three Israeli soldiers in southern Lebanon, and Israel responded hours later by sending an aerial bomb to the Hozbollah base in Nabatiyah, eight miles north of the Israeli border. In Beirut, a rocket hit the wall of the U.S. Embassy compound. There were no immediate reports of injuries or serious damage, but the incident was a chilling reminder of the disastrous truck-bomb attacks that killed 74 people and 198 wounded, including 21 U.S. citizens. Radical Shiite Muslim and Palestinian groups have promised to attack the United States and others involved in the Madrid peace conference opening today. The groups oppose the talks because they could lead to Arab recognition of Israel. The latest such threat came from Hezbellolla leader Abbas Musawi, who held a news conference in seafront to proclaim today "a day of Beirut to proclaim issue" of the war against American attempts to test impose hegemony on the Muslims." Underscoring fears that the conference could be derailed, Palestine Liberation Organization chief Yasher Arafat warned that extremist Arab groups could threaten the gathering's chances for success. But Arafat, in an interview broadcast on German television, expressed broad support for the Palestinian delegation to the talks, and optimism about the outcome of the talks. The PLO was not formally represented in Madrid because Israel regards the PLO as a terrorist In statements in Madrid on the eve of the talks, Palestinians struck a conciliatory stance. Faisal Hussein, leader of a group of advisers accompanying the Palestinian delegation, endorsed negotiations for a truce, and called for moreatories, as Israel had demanded, rather than immediate statehood. The U. S. and Soviet leaders, however, made it clear that any durable peace would have to be achieved by the warring parties themselves. "We're not here to say a settlement," he said. "We're here to be a catalyst." The conference will be the first to include all of Israel's Arab neighbors, including the Palestinians and Syria, in direct, formal negotiations with the Jewish state. Although the PLO was excluded, a LPO official said an observer delegation would be in Madrid. Rocket hits U.S. Embassy in Beirut suburb; no injuries or significant damage reported The Associated Press BEIRUT — A rocket fired from a hillside blasted the wall of the U.S. embassy compound in east Beirut yesterday on the eve of the Arab-Israeli peace conference. There were no injuries and no serious damage to the building in the Christian suburb of Aukur, according to a Lebanese guard who answered the phone at the embassy. There was no immediate claim of responsibility. Iranian and Arab radicals have promised to attack targets of the United States and attacks involved in the peace conference opening today in Madrid, Spain. Radicals oppose the conference because it could lead to Arab recognition of Israel. Lebanese army troops and police threw a cordon around the embassy minutes after the blast and turned away reporters and photographers, said Associated Press technician Elie Ghattas, who lives about 100 yards from the compound. Noembassy officials were available for comment. Ambassador Ryan Crocker was in Madrid with the U.S.delegation sponsoring the peace conference. All U.S. Embassy functions had been moved to the building in east Beirut after the embassy compound in Muslim west Beirut was destroyed in two truck-bomb explosions in 1983 and 1984. The suicide attacks by the Islamic Jihad organization left 74 people dead, including 21 U.S. citizens, and 196 wounded. Islamic Jihad is one of the Shiite Muslim factions holding kidnapped Western hostages in Lebanon. The groups are thought to be under the loose control of Hezbollah, or the Party of God. Hezbollah guerrillas earlier yesterday detonated a roadside bomb that killed three Israeli soldiers near the village of Aramta, on the northern edge of Israel's self-proclaimed security zone in southern Lebanon. Hezbollah leader Abbas Musawi proclaimed today to be a day of mourning to mark the opening of the peace talks, which he denounced as an effort by Israel to buy time to "bring in more Jewish immigrants and create more settlements in occupied territories.
