The former Communists showed unexpected strength in vying for second place with two other parties. Votes were widely dispersed among the dozens of parties fielding candidates, according to projections based on surveys of voters at 600 polling stations. That could lead to continued divisions in Parliament that have hampered efforts to deal with Poland's economic woes. Early projections showed the front-running Democratic Union with less than 15 percent of the vote and six other parties with between 7.5 percent and 10 percent. Johannesburg, S. Africa Weekend of violence kills 13 JOHANNESBURG, South Africa — At least 13 people were killed in political violence this weekend, including six people who died when a crowded wedding reception, police said today. Police reports said most of the violence was in the province of Nata, where 11 people were killed. Black factional violence that has claimed about 5,000 lives during the past two years mostly pits the Zulu-dominated African Freedom Party against the rival African National Congress. The two groups oppose apartheid but divided by ideological and triultural differences. Manila, Philippines Manila, Philippines Marcos' shoes to be auctioned MANILA, Philippines — Former first lady Imela Marcos plans to auction off her famous shoe collection to raise money for victims of the Mount Pinatubo volcano, aides said today. Marcos will authorize a Filipino journalist to handle the auction of the more than 1,200 pairs of shoes she left behind when she fled the country after being kidnapped by a popped her late husband Ferdinand, aides said. Marcos plans to return next week to face tax and other criminal charges. Hundreds of thousands of people were displaced when the volcano erupted in June, devastating an agricultural area 60 miles north of Manila. —The Associated Press Terrorist explosion kills U.S. serviceman The Associated Press ANKARA, Turkey — Two separate explosions yesterday killed an American serviceman and seriously wounded an Egyptian diplomat. An extremist group opposed to the Mideast peace conference claimed responsibility. An anonymous caller made the claim in the name of Islamic Jihad, or Islamic Holy War, but it appeared unlikely that he was referring to the group of that name that is holding Western hostages. "We will not allow imperialist powers to share the Middle East during the peace conference," the caller led two Turkish newspapers, referring to three talks opening in Madrid, Spain, on Wednesday. It was the fourth attack on a U.S. citizen in the past year. Three Americans have been killed. A leftist underground organization, Dev Sol, claimed responsibility for the previous three attacks. The U.S. Embassy in Ankara identified the soldier's sister as air Force Staff Sgt Victor D. Sherman. Marvick. 31. a computer specialist. worked at the Turkish-U.S. logistics group at Balgal air station on Ankara's outskirts, an embassy official said. Islamic Jihad of Beirut, Lebanon, has claimed responsibility for past attacks on Arab diplomats in Turkey. There are, however, several groups that call themselves Islamic Jihad or variants. Two are Shiite Muslim groups based in Beirut: Islamic Jihad and Islamic Jihad for Liberation of Palestine. Another is a Palestinian group in the Israeli-occupied Arab territories that calls itself Islamic Jihad, and another in Jordan is a Sunni group that calls itself Islamic Jihad-Bet al Maqdis. The hostage-holding Islamic Jihad of Beirut tends to carefully authenticate its statements, which does not appear to have been the case with the anonymous caller who spoke to Turkish newspapers. The Islamic Jihad kidnapping group has never used anonymous phone calls to communicate with the media. Abdullah El Kharaby, administrative attache at the Egyptian Embassy, was seriously wounded in an explosion almost at the same hour in a nearby area of the affluent Cankaya town, an Egyptian official Russian leader proposes move to market economy The Associated Press MOSCOW — Russian President Boris Yeltsin proposed yesterday a painful one-year leap to a market economy for Russia and said that the hardships consumers would suffer were better than the alternative of eternal poverty. Yellsin invited the other 11 Soviet republics to join his speedy reform plan, which would free state-controlled prices and make private most business in real life, but he said Russia was prepared to act unilaterally. He served notice that Russia would form its own army and print its own currency if other regions' increasingly aggressive independence drives hurt the largest and richest Soviet republic. Yeltsin's timetable for economic reform would be the fastest and most aggressive proposed by any level of government in the Soviet Union, including Soviet President Mikhail Halliq Gorbachev. Previous Kremplin plans to move to a market economy had fallen short because of half-hearted implementation or the refusal of the entrenched Communist bureaucracy to cooperate. Yeltsin's blunt acknowledgment that living standards would get worse before they improved was the most candid political admission of how tough it would be to dislodge the seven decades of bureaucracial central planning. - "I call on all Russian citizens to understand that a transition to market prices, a difficult transition, a forceful transition is a necessary measure. "Yeltsin said. 'It will be worse for everybody for about six months.'" Yeltsin's reform plan, which must be adopted by the Russian parliament, includes lifting artificial government control on prices and wages by the end of the year and making private half of Russia's 10,000 small and medium-size businesses within three months.
