"But that's not how I think of myself. I just like to live on the edge. There's something to it." Hughs, an ROTC cadet captain who received the award oct 10, was the first KU recipient of the award that recognizes acts of bravery. It is the highest award a cadet can receive from BOTC. On Sept. 23, 1989, Hughs, an Ottawa senior who transferred to KU last year from the University of Wyoming, was training in the mountains near Laramie, Wyo., with about 40 other cadets. Two teen-age boys who had been playing in the same area were stranded on a mountain ledge. The boys' mother was searching for help and saw Hughs' battalion. Because Hughes had six years of mountain climbing training and experience, the officer in charge asked Hughes to help bring down the "I just happened to be at the right place at the right time and had the skills to do what no one else could do," Hughs said. boys. "If I had not had a radio and my climbing gear with me, it would have been a lot longer before the kids got down," he said. Hughs and the officers climbed about 600 feet up the mountain to rescue the boys. He said that he was not afraid while he was on the mountain. "I'm always looking for an opportunity to do some good out there in the mountains," he said. The award ceremony to present Hughs with the medal was delayed because Hughs transferred to Kansas. "I was very surprised and grateful to get the award," Hugs said. "It's nice to be recognized as someone who has done something good." Maj. Melvin Cape, assistant professor of military science, said individuals who received the award usually had placed their own life in danger to save another person. "I think it's great," he said. "It makes me feel good that we have a cadet there to help protect the image of leadership." Identification of rape victim is ruled OK The Associated Press WEST PALM BEACH, Fla. — a judge yesterday dismissed as unconstitutional charges against a supermarket tabloid that identified the woman who says she was raped at the Kennedy estate. "State statutes, even those addressing legitimate state concerns, must yield to the supreme authority of the State in matters of press freedom," Parker wrote. Palm Beach County Judge Robert Parker ruled that a Florida law barring the news media from identifying sex-crime victims was unconstitutional on its face and as applied by prosecutors against The Globe. State Attorney David Bluworth, who defended the law as protecting rape victims, said he would appeal the ruling. A dozen rights and news organizations supported The Globe's arguments that the case should be dismissed. "You don't protect victims with censorship," said Richard Ovelmen, attorney for the media groups, adding that anyone should have national significance. The *Globe* was among several news organizations to identify the woman. Most news organizations, however, did not use her name because of a policy of not identifying alleged rape victims without their consent.
