Theft suspect surrenders after standoff with police 1009 Mass By Melissa Rodgers Kansan staff writer A theft suspect surrendered to police yesterday after a standoff at a Lawrence house that lasted more than an hour. The suspect, Edgar Branch, had holed up in the house in the 800 block of New York Street after Lawrence police tried to question him at Manpower Temporary Services, 211 E. Eighth St., where he worked. Police wanted to talk to Branch about an Oct. 17 theft in the 500 block of Boulder Street, said Sgt. Mark Warren of Lawrence police. Lawrence Police Chief Ron Olin said that no hostages had been involved in the standoff and that no police had entered the house. Branch surrendered on the telephone to Jim Phillips, Lawrence police negotiator, Olin said. said. Police lost sight of him near the corner of Eighth and New York streets, Warren said. When Branch saw police about 10:50 a.m., he pulled a handgun from his clothing and ran east. Warren As curious neighborhood residents watched, police blocked off the 800 block of New York Street. Police focused their search on a row of houses on the east side of the street. Police were tipped off to which house Branch was hiding in when a woman who lived at that house called police and said a man she did not know was hiding there, Warren said. The woman said she let Branch into the house because he told her some people were chasing him, Warren said. able to slip away and call police. Branch is charged with felony theft, Warren said. On Oct. 17, Branch allegedly took a compact disc player, compact discs, two rifles and a pistol valued together at $4,393 from a house in the 500 block of Boulder Street, according to Lawrence police reports. Rifles and pistols valued at $2,780 were reported stolen at 8:50 p.m. Wednesday from a house in the 2600 block of Princeton Road, Lawrence police reported. A man wearing a black lace bra and black panties exposed himself and masturbated in front of two KU students who were getting into a car at 8:50 p.m. Wednesday in the 1300 block of West 24th Street, Lawrence police reported. The students drove around the block and returned to call police. The man then came from behind a parked car and repeated the action. A former KU student reported last week that she was raped on 18, 1898, in the 1800 block of Kentucky Street, Lawrence police reported. The woman, whom now lives in Virginia, told police she wanted to report the rape before the statute of limitations expired on the case. The woman identified a suspect, but no arrests have been made, police said. A man looked into a window, made sexual comments and attempted to open a woman's door at 11 p.m. Tuesday at her residence on Ellis Drive, KU police reported. Tues. Oct. 29 & Wed.
