The Associated Press UN report says Iraq researched atomic weapons UNITED NATIONS — Iraq has admitted to conducting nuclear weapons research but said it had not reached the point of building an atomic bomb, the United Nations reported yesterday. During recent talks in Baghdad, the Iraqis admitted to researching atomic weapons, said Rolf Ekeus, head of the U.N. Special Commission to dismantle Iraq's nuclear, biological and chemical weapons projects. Iraq previously had claimed its conduct for peaceful purposes. Like "They admitted it, but grudgingly," he said. Dimitri Perricos, head of the just-concluded inspection visit to Iraq, confirmed the report after arriving in Baghdad, again his 12-day trip to Baghdad. Perricos said he was unable to verify Iraq's claim that it had not made a final decision to build a bomb. Bush will recommend confirmation reforms The Associated Press WASHINGTON — President Bush will make suggestions to the Senate later this week on tightening procedures for the confirmation of presidential appointees, his press secretary said yesterday. The recommendations — expected to include sharp limits on future distribution of FBI reports — are an outgrowth of Bush's pledge over the confirmation hearings for the Court nominee Clarence Thomas. Bushmet Monday with Joseph R. Biden Jr., D-Del, of the Senate Judiciary Committee, to discuss possible changes, said presidential press secretary Martin Flitzwater. Bush plans to meet with a bipartisan group of Senate leaders, including Majority Leader Mike Diole and Minority Leader Bob Dole, later today on the subject. An official, speaking on the condition of anonymity, said that Bush wanted to limit both the distribution of FBI reports and to see rules adopted that would require the airing of allegations such as those in the Thomas proceedings to be initially screened in closed-door sessions. "Everybody knows the general area of our concern," Fitzwater said. "We don't want to limit our options." Bushcriticized the processunder which a leak of material from an FBI report led the panel to reopen its hearings to scrutinize sexual harassment accusations against a former assistant, Anita Hill. After a week's delay, during which the allegations were aired in graphic detail at nationally televised committee hearings, Thomas was confirmed 52-48.
