Brehznev evidently has a goal that he wants to be the triumph of his career, and he seems anxious that the Middle East or another issue might spoil it. The goal is to wind up the European security conference with the biggest summit in history. For Moscow, this would represent an inexpensive victory for a 20-nation team to place a unanimous "approved" stamp on the map of Europe as it is now. The security conference summit gala, however, can be only one of a variety of solid reasons why the Soviet Communist party chief seems content to let the United States retain the spotlight in current Middle East diplomacy. From Breznev's standpoint, while reconvening the Geneva conference on the Middle East, we should be visible of the Kremlin, this would be a bad time for it.
