The debate about raising the minimum wage is under way at a McDonald's on the West Bank Expressway in Marrero, La. That where Gwen Warner sometimes takes her two children, but not for the hamburger Happy Meals.

"We go to McDonald's to play on the toys," said Warner, 35, explaining that she couldn't afford to buy anything there.
For people like Warner, who works a part-time minimum wage cafeteria job at a high school, the hourly increase proposed in Congress would be welcome, whether it is the Democratic 90 cents in two years or the $1 in 15 months proposed by a breakaway group of House Republicans.
Only 3.6 million of the 68.3 million hourly wage employees work for minimum wage;
But the National Restaurant Association, a trade group representing McDonald's and other eateries, said raising the minimum would be a big mistake. In the restaurant association's view, an increase could wind up costing many minimum-wage earners the jobs they hold now.
Jeff Prince, senior director of the restaurant association, said the effect of raising the $4.25-an-hour minimum would be to reduce the number of minimum-wage work hours by at least 20 percent.
The minimum wage is a Depression-era reform started in 1938 as 25 cents an hour and has raised 17 times since.

Although McDonald's pays workers more than the minimum wage, labor activists like to point out that McDonald's stock has risen 175 percent since 1991, the last time the minimum was raised. The broader stock market has almost doubled in value.

The AFL-CIO, the biggest U.S. labor organization, said that workers needed to earn more because the minimum's buying power had plummeted.
A look at what things cost during the history of the minimum wage supports that argument. In 1938, for example, you had to toil an hour for a 25-cent movie ticket. Now, it takes 100 minutes to purchase a $7 ticket.
Congress reaches budget agreement

WASHINGTON — The Environmental Protection Agency will get 10 percent less money, and job safety spending will decrease. Schools with low-income children will get about the same as a year ago.
In a gauge of how the federal budget climate has changed, Democrats considered those programs winners in the compromise spending bill for fiscal 1996 that Congress prepared for President Bill Clinton's signature yesterday.

The bill was the product of grueling talks between the White House and Congress.
Americans and less for others. There is $1.4 billion to help hire 100,000 local police officers, but $278 million — about a third less than last year — for the Legal Services Corp., which provides lawyers for the poor.
In the end, the administration had won $5 billion more than the House had approved months ago — still leaving spending for all federal agencies a whopping $20 billion below 1995 levels, according to the nonpartisan Congressional Budget Office.

House Appropriations Committee Chairman Bob Livingston, R-La., a leader in the GOP drive to slice federal spending and shrink government.
Democrats instead preferred to focus on the money they restored. They pointed to the $7.2 billion that would be spent for school districts with large numbers of poor children. That would be the same as last year, but $1.2 billion more than the original House figure, a cut Democrats had warned could cost 40,000 teaching jobs.
Democrats also noted the funds they won for the Environmental Protection Agency, bringing its 1996 budget to $6.5 billion — $700 million less than it spent last year.
