THE SUBCOMMITTEE said that only through a "thorough, penetrating on-site inspection by reliable observers" can it be ascertained for certain that strategic missiles are not stashed away in Cuban caves and elsewhere. Although intelligence officials now say they are convinced the offensive weapons have been pulled out, the report added, there is no "absolute assurance" of this.
