Page 4 University Daily Kansan Monday, Feb. 18, 1963 Goldwater Requests New Cuban Blockade WASHINGTON — (UPI) — Sen Barry Goldwater, R-Ariz. today proposed a total blockade of Cuba and accused the Kennedy administration of doing nothing to promote bipartisanship. His criticism of the administration was answered at once by Democratic Leader Mike Mansfield, of Montana, who said Republican Congressional leaders had been given 40 White House briefings on foreign policy in the last two years. He offered it in a scorching reply to weekend charges by Foreign Relations Chairman J. William Fulbright, D-Ark. that GOP critics of administration foreign policy were guilty of irresponsible and intemperate accusations. Mansfield answered Goldwater because Fulbright was not on the floor at the time. Republicans, said Mansfield, are "not supposed to remain silent" on foreign policy but should offer constructive criticism that "will not bring about divisiveness in the nation." Goldwater said he was making this blockade proposal "fully realizing that the timid souls along the New Frontier will raise their arms in horror and insist that Goldwater wants to get us into war." The Arizona Republican said Fulbright's Sunday attack "had all the earmarks of an action hastily ordered by the White House in line with the current campaign to shut up all critics of the New Frontier's short-sighted and disruptive foreign policy and in particular to silence all Republican opposition." And I see no indication that the New Frontier's leaders in Congress are doing anything to further non-partisanship." Mansfield replied that the Republicans "have been very well informed by this Administration. I have no apology to offer for this Administration. Tri-Delt to School On Flapjack Funds A pancake feed has put one KU student back in school. Margaret Sowers, Kansas City sophomore, is the recipient of a tuition scholarship provided by the KU chapter of Delta Delta Delta sorority. The women raised the money for the scholarship at a pancake supper last spring. There were about 15 applicants for the scholarship according to Betty Dwyer, Wichita junior and a member of Delta Delta Delta. Applicants were screened on a basis of scholastic achievement, campus activities and need. Miss Sowers was the only applicant not attending school at the time. She worked in Kansas City during the fall semester. The scholarship was the first provided by the chapter in several years.
