Canada Says Quibbling Blocks Test Ban Treaty GENEVA — (UPI) — Canada urged the nuclear powers today to quit quibbling and get down to business on a nuclear test ban treaty which is "almost within our grasp." Canadian delegation leader Gen. E. L. M. Burns told the 17-nation disarmament conference that the United States, Britain and Russia are so close to agreement that the conference should focus its efforts in this area until success is achieved. The Russians have stalled on continuing test ban negotiations since the conference resumed Tuesday after an eight-week recess. Western diplomats, buoyed by neutralist support on the nuclear issue, charged prior to today's session that the Russians came to Geneva for propaganda and not negotiations. Burns said statements by the United States and Russia indicate they agree on matters of principle on a test ban. He said the big powers now must get together and work out the details. Burns said the nuclear powers should stop quibbling over the number of on-site inspections and control stations needed to police a ban. "Right now, no one can say that the number three is right, or that number ten is right, or that the number six and a half is right," The Canadian said. Student Receives Bottle Of Valentine Russia will permit no more than three on-site inspections on its territory in a year. The United States says each power must allow eight to ten inspections annually to insure foolproof policing. BOSTON — (UPI) — Eric W. Naiburg of Woodmere, N. Y., won't forget this Valentine's Day. A student at Babson Institute in nearby Wellesley, Nairab got a Valentine yesterday from his girl friend, Miss June Gould, also of Woodmere, a student at Emerson College here. The Valentine was a sheep's eyeball preserved in a bottle of formaldehyme. The message with it read: "I have an eye on you for Valentine's Day." WASHINGTON — (UPI) - Hundreds of Latin Americans are being trained in Cuba in guerrilla warfare, sabotage, and leadership of insurgent movements, U.S. officials reported today. State Department officials said, however, that what the United States knows about the details and scope of Cuban subversive activities in the hemisphere is, at the moment, "classified." And the Cuban radio, these officials reported, continues to speak directly to terrorist groups which have been operating in Venezuela. They said "thousands" of persons from other countries were receiving "ideological" training in Cuba.
