Page 8 University Daily Kansan Tuesday, Feb. 12, 1963 Macmillan Faces Criticism Resulting from French Veto LONDON — (UPI) — Prime Minister Harold Macmillan's Conservative government faced further opposition attacks today in the wind-up of a bitter debate on Britain's vain bid to enter the Common Market. Despite the attacks, the government was expected to survive easily a vote in the House of Commons tonight on a Laborite "no confidence" motion. The Conservatives hold a comfortable majority in the House. MACMILLAN SENT his chief Common Market negotiator, Edward Heath, to the rostrum for a final defense of the government position in the two-day debate. The Laborists countered with acting party leader George Brown. The opposition party, which has been out of office for 11 years, is seeking to exploit the setback suffered by Macmillan when French President Charles de Gaule vetoed Britain's request for Common Market membership. De Gaule contends that Britain is not ready for membership. Night Bus Service On Campus to Stop Night bus service to the campus has been discontinued after 2 weeks. Buses to Hillcrest will leave the freshman dorms at 7 p.m., ADPi corner at 7:05 p.m., Lewis and Hashinger at 7:15 p.m., and will return from Hillcrest at 8:30 p.m. Buses going downtown will leave Lewis and Hashinger at 6:35 p.m., ADPi corner at 6:40 p.m., the freshman dorms at 6:50 p.m. and will return from 11th and Mass. at 9:15 p.m. and 10 p.m. and from 9th and Mass. at 9:20 p.m. and 10:05 p.m. Soviets in Cuba May Be Defecting NEW YORK — (UPI) Dispatches from Western diplomatic sources in Havana today cited insistent reports in the Cuban capital of defections in Soviet military ranks there. Fourteen Soviet soldiers were reported to have gone "over the hill" to avoid being shipped home and to be currently hiding in the Las Villas Province Escambray Mountains. (In Washington, the Defense Department denied Havana reports that one to three Soviet "technicians" had taken refuge in the U.S. Naval base at Guantanamo. None has attempted to do so "to our knowledge," a department spokesman said. (Other intelligence sources said there had been some friction between Soviet occupation forces and Cuban troops. These sources said there had been reports of tough steps taken by the Russian command in Cuba to halt desertions. (In Miami last week, Cuban underground sources reported "great concentrations" of Russian troops in the Escambray area. The mountains long have been an anti-Castro stronghold.) Reports from Oriente Province, where the big Guantanamo Base is located, said large numbers of Russians had moved into the zone and set up road blocks on at least three highways. The Soviets were reported halting cars and questioning occupants in an apparent search for defectors. He then outlined a six-point program for countering the French veto. East End of 9th Street VI 3-0956 THE PRIME MINISTER told Commons that the nuclear strength of the United States "must remain central" to the Western Alliance. He said De Gaulle's policies could drive the United States into a new isolationism. Macmillan said De Gaulle's refusal to allow French naval and air units to play a full part in NATO has caused serious gaps in Western defenses. He said it was now a question of whether a continuation of current French Policy "would bring the whole Western defense system into jeopardy, if not collapse." De Gaulle insists upon independence for the French armed forces, and rejects French participation in a NATO nuclear force dependent on U.S. missiles. He rejected British entry into Europe at this time because he feels Britain has leaned away from Europe in a "special alliance" with the United States. GOP Head Says '64 Victory Needed Accusing President Kennedy of fiscal irresponsibility, Miller said when the President took office in January, 1961, there was an anticipated surplus of $4 billion but that instead at the end of the first year of his administration there was a $4 billion deficit. Miller said American prestige has suffered serious blows as a result of situations in Cuba, France and Canada. INDEPENDENCE, Kan. — (UPI) — Rep. William E. Miller, R-N.Y. Republican National Chairman, told a Lincoln Day gathering here last night that the GOP must win the 1964 general elections "or lose our last opportunity as free men." "In fiscal 1963, which will end this coming July 1, he told us six months ago we would have a $500 million surplus and now even his own economists tell us the deficit will be about $9 billion."
