Three Maghreb Nations Plan Arab Federation Page 5 RABAT, Morocco — (UPI) — Three former French colonies today planned intense discussions designed to lead eventually to a North African union. The foreign ministers of Algeria Tunisia and Morocco went into their second day of talks on the longcherished idea of a Grand Arab Federation in the area known as the Maghreb. MONGI SLIM of Tunisia, Ahmed Balafrej of Morocco and Mohammed Khemisti of Algeria met briefly yesterday for the formal opening of the conference. Main obstacles of the Federation are: - A border dispute between Algeria and Morocco. - Tunisian charges that Algeria supported a recent assassination attempt of Tunisia's President, Habib Bourguiba. - Tunisian recognition of the independence of Mauretania, an area claimed by Morocco. - The problem of North African relations with the expanding markets of France and Europe. The three Maghreb nations have been linked throughout their long history, which is marked by a series of foreign invasions. All three have achieved independence from France since 1956. Algeria's Khemisti was received yesterday by Morocco's King Hassan. The king was reported to have emphasized the necessity of harmony between Algeria and Tunisia. Political observers have little hope for a quick solution to the Algerian-Tunisian dispute, however. They believe the three foreign ministers may go on to other items on the agenda, leaving this question for later consideration. Tuesday, Feb. 12, 1963 WestRedsEyeElectionGains BERLIN — (UPI) — West Berlin Communists will vote Sunday in Municipal Elections to elect delegates to the City Assembly for the first time since Berlin was divided by the four big powers in 1948. The wall erected in August 1961 is a major election issue. The Communists believe that they have a chance to pull enough votes to gain seats in the 133-Member City Assembly. They promised a vote for communism would be a vote for passes to visit relatives and friends in East Berlin cut off by the Red Wall. Nineteen "militant" Protestants have been jailed in Communist East Germany for opposing the Soviet Zone's anti-religious campaign, sources said. Logan to Discuss Law Requirements James K.
