The apartments include a two-story Tank Creek and the single-family homes will be on the east side. The Lawrence City Commission last night approved a rezoning request for a multi-family residential development despite arguments from associations of adjacent neighborhoods. Commissioner Mike Randle, the only dissenter, said he voted against the request because of the number of reports about the proposed construction. Roger Schenewerk, who is representing the developer, Golden Valley Inc., agreed to most of the conditions neighborhood residents proposed, except abandoning the project entirely. The commission included 16 conditions with their approval, most of which addressed the neighbors' complaints. Two of the 10 apartment buildings will be reduced from three to two stories, eliminating 12 of the 228 apartments originally proposed. A minimum of 40 evergreen trees must be planted at various locations on the site to screen it from adjacent homes, particularly on the north end of town. A short way. Towns. Shrubs also will be planted to screen parkland. Lights will be screened so that no direct light disturbs neighbors. The name of the development will be changed so that it makes no reference to the Moody's New York Stock Market. The new proposed name is Peeble Brook Place. The developer will be responsible for maintaining the flood plain area of the site and it must keep the drainage channels clear of debris. The entrance of the east drainage basin will be moved 150 feet south to prevent demolishing existing trees The developer must guarantee that hydrological studies regarding the possibilities of flooding are sufficient for a landscape. The Lawrence-Douglas County Planning Commission will consider the final development plan tonight. Schenwerk said he still had to submit plans to the state hydrological agencies, but hoped to begin construction by the end of the summer.
