The bill was brought before the state Senate for approval before giving the project $3.5 million in bonds. The Board of Regents is considering a $5 increase in student fees to partially finance the renovation.
Although the minutes are not attached to the bill, the Student Senate worked out a compromise to appease the state legislature.
Despite the student turnout, Winter seemed pleased with the results and said he thought the students probably were also.
