10 Wednesday, July 22, 1987/Kansan Summer weekiy University budget cuts force less maintenance By JEAN KETTER Special to the Kansan With its back against the wall, the department of facilities operations will do less maintenance and more of what its director, Tom Anderson, calls "creative financing" to make ends meet this fiscal year. The University appropriated the department $1.031 million for the 1988 fiscal year, which began July 1. The amount will fall about $1 million short of the department's expected outlays, said Steve Green, assistant director of information systems facilities operations. The fiscal 1987 deficit came to about the same amount, Green said. To help make up that deficit, the department earned $818,000 last year through "creative financing", which means taking on non-maintenance paying jobs for other campus departments. When facilities operations workers perform jobs other than routine maintenance for other University departments, those departments pay on a job-boy basis. "If someone wants a room painted because he doesn't like the color, we'll do it, but we'll charge him," Green said. "That's not considered maintenance anymore. "Our big goal is to generate revenue, so the emphasis is on reimbursements." During fiscal year 1980, the department made $190,000 repairing and painting University vehicles in its garage. It also repaired parking lots and completed large remodeling projects and smaller decorating jobs The facilities operations workers cut keys, painted signs, made badges and sold supplies to University laboratories. Green said. Sometimes the department has delayed routine maintenance to concentrate on the paving jobs. "We have delayed repairing sidewalks that are marginal, which we would have repaired under normal conditions, and have opted for income-producing jobs," Anderson said. Belts are not replaced until completely worn, and filters on air conditioners are not cleaned as regularly as they once were, Anderson said. Instead, facilities operations workers spend their time on money-making projects. After University-wide budget cuts last year, the department eliminated 40 staff positions to save money for general operations. Green said the department hoped to reintitute some of those positions this year if there were no additional state cutbacks. "When I came here in 1981, the landscape staff had 36 people; now we have only 25," he said. Other money-saving measures include cutbacks in travel expenses and equipment purchases, Green said.
