George Puckett, representing the Kansas Restaurant Association, told the Senate Public Health and Welfare Committee that restaurant owners had been singled out as an example regarding the public smoking issue. The bill would require all restaurants to prohibit smoking by customers in at least 50 percent of its seating. "Laws are not capable of determining the individual needs of the customers in a restaurant at any given meal." Puckett said. "Sometimes, more than 50 percent is needed for non-smokers, which the bill does not allow, but more than 50 percent is needed, which the bill does not allow."
