Budig will sign a new student-faculty exchange agreement with the University of Costa Rica in late February, the office of study abroad said yesterday. Mary Elizabeth Gwin Debicki, director of study abroad, said that Budig, Sen. Nancy Kassebaum, 15 KU administrators and about 25 former students from the KU-Costa Rican exchange program would travel to Costa Rica for the signing and anniversary celebration. The festivities are scheduled from Feb. 25 to March 1. program between the University of Kansas and the University of Costa Rica. The program has been called the oldest inter-university exchange in the Western hemisphere. Debicki said the Feb. 29 signing would mark the 30th anniversary of the student and faculty exchange "I am thrilled the KU administration is so supportive of this exchange program," Debicki said. "By Chancellor Budig travelling to Costa Rica, it tells them how much we care about their university." The exchange program has involved more than 600 KU students, 350 Costa Rican students and 200 faculty. Budig said he would be in Costa Rica for about two days and would sign the new agreement in front of program alumni, government officials and administrators from both universities. "The agreement is a model of international cooperation, and has produced many individuals who have gone on to leadership roles." Budig said. Budig said that Central America was important to the future of the United States and that the two countries must improve relationships through exchange programs such as this one. Debicki said that the first agreement was signed in 1958 but that the student exchange started in 1960. The program was started after a meeting in 1958 between KU Chancellor Franklin Murphy and Costa Rican official Rector Rodrigo Facio during a conference of the Council on Higher Education in the American Republics in Santiago, Chile. Council Continued from p.1 students would have three weeks and two days to add the class but would not be able to make up the labs to pass the class, she said. Dave Shulenburger, associate dean of business, said that allowing more restrictive policies sped up the add process. If students are treated unjustly by the shorter add period, the school can deal with the students individually, he said. Bob Jerry, professor of law, said that he supported the amendment because the School of Law dealt exclusively with graduate students and that a two-week add period worked well for the school. Some students and faculty rejected the amendment because of the council's action at the Jan. 28 meeting. Amy Randles, Olathe sophomore, asked. "If the passage were reinstated, why would the discussion of two weeks ago matter?" Randles said she doubted that there was student representation in every school that adopted a shorter add period. Students should decide for themselves whether to add a class after missing many assignments, she said. Sharon Brehm, professor of psychology, agreed and said the amendment would make the actions of the past council meeting a farce. The amendment involves a question of fairness to students who thought that discussion on the issue was finished. Bob Nunley, professor of geography, said he would support the amendment if there were no other way for professors to manage classes. If the amendment were passed, students would be confused by an apparent conflict between the regulations of the University and the schools, he said. Fifty University Senate members can still request a meeting of University Senate to discuss the issue and request a mail ballot on the issue. Otherwise, the legislation will go to the executive vice chancellor and then to the chancellor for final approval. Thompson said that if the new policy were adopted, it probably wouldn't appear in the fall timetable because the timetable would be printed in about a week.
