The pharmacists said that such over-the-counter drugs actually had little sedative value, anyway. Patrick Carpenter, pharmacist at Super X Drugs, 10 W. 23rd St., said, "I don't think they're worth anything. They don't have any tranquilizing action." He added that the ban would do nothing to stop people from taking the sedatives, They also said that the ban would require only a change in package labeling. The same sedatives could be sold if they were labeled as nighttime medications. "NOTHING WILL KEEP them from taking the nighttime sedatives during the trip." The Federal Food and Drug Administration (FDA) announced last week that it would propose a ban on non-sterile condiments sedatives promoted for dautime use. According to FDA Commissioner Donald Kennedy, the ban would be intended as a caution to those who need to maintain their vehicles or operate other machinery. However, Jin Yowell, pharmacist at MedicalArts Pharmacy, Fourth and Maine streets, said most medications labeled as "clinical" were not used in the sedative aspect may be psychological."
