E. V.D. Murphy, the director, suspended the club for the following violations: sale of liquor by the drink, allowing persons who weren't members of the club to put money in the club's liquor pool, and removing lime from the pool in an unpleasant manner. HIGH-RANKING state officials, including Gov. Robert Bennett and Chancellor Alyksy Dykes, attended the reception where the violations took place. The club's suspension runs from noon Sunday to 9 a.m. Nov. 26, at the request of Elks manager Chris Kirkwood, 1729 Louisiana St. Kirkwood said last night that he'd picked the Thanksgiving week period for the Recommended budget cuts hit universities the same By BARBARA ROSEWICZ Staff Writer Budget cuts last weekend by James Bibb, state budget director, appear to have taken a similar toll among the Kansas Board of Regent institutions. Bibb seemed to follow a pattern in deleting salaries, new and improved programs, and capital improvements, but he also guaranteed funds by past leistages. New and improved programs and capital improvements in fiscal 1978 budgets were all cut, according to budget officials from Emporia Kansas State College, Kansas Technical Institute, Wichita State Technical Institute, Wichita State University and Kuhn's Lawrence Campus. A 7 per cent increase in faculty salaries, a 1 per cent reduction. A regent school, was cut in each case by 20%. BUDGET REPORTS weren't available yesterday from Fort Hays Kansas State. While KU officials have called the cuts made to their budgets severe, other Regents schools' budget directors said they thought the cuts were routine. Jim Dumming, WSU budget officer, said the budget division made similar cuts each year. However, he said he doubted whether reductions would be restored as last year. "All we've heard in the last year or so is that there's no additional money and the governor isn't likely to recommend any tax increase." Wichita's operating budget was cut about $900,000 to $24.3 million. A capital improvements request of $2.6 million was cut completely. WALTER CLARK, Emporia State business manager, said that the cuts were major, but seemed to follow a traditional pattern. The budget director is naturally conservative, Clark said, and doesn't expect tax increases. So Bibb must improvements and new programs to fit the limited number of dollars, he said. "I've given up estimating what my crowds are going to be." Kirkwood said, "but we'd lose several thousand dollars if the suspension came in December." Clark said most of the capital improvements amount was for projects approved earlier. Emperor's operating budget was reduced $1.3 million to $18.4 million. Capital implemment increased from $12.9 million to $16.7 million. Pittsburgh State's operating budget was reduced $1.1 million to $13.4 million. Capital improvements were cut $900,000 to $1.4 million. ALTHOUGH THE club had violated laws at the reception, Kirkwood said, the laws aren't fair and should be changed to allow liquor by the drink. MEMBERS OF private clubs, according to Schneider's opinion, may purchase drinks if they have liquor pool arrangements with the clubs. The ABC's chief enforcement officer, William Struker, Topeka, said, "It was The Elks Club manager stipulated at yesterday's hearing in Topeka that the facts in charges against him were accurate. The stipulation signified that Kirkwood had decided not to seek an evidentiary hearing on the accuracy of the charges. The charges grew out of a controversy that arrose when Curt Schneider, Kansas attorney general, said that the homecoming reception had included an illegal "cash bar." A recent opinion by Schneider said that bar arrangements where alcoholic drinks may be purchased by the general public were illaral in Kansas. "It's a ridiculous law," Kirkwood said. "It's unfortunate that people think liquor by the state is illegal." FIRKWOOD ALSO said he hadn't been misled by any provisions of a 1975 attorney general's ruling that set guidelines for receptions at which alcohol was served. He discounted the possibility that partisan politics had been involved in the charges against his club, saying that "Mr. Schneider and the ABC don't run each other." "We're a backward, puritanical state, but we have to abide by the law." Kirkwood said that the law resulted in extra bookkeeping costs for clubs, such as costs of expensive cash registers, and added to the club's labor expenses.
