NOT A QUESTION OF RIGHT Education, Organization, And Individual Effort Acquire Ballot—All These Forces Working Now. "I do not believe that the ballot for women will work a great and lasting reform in politics," said Margaret Hill McCarter of Topeka last Sunday night at the Presbyterian church in her lecture before the Equal Suffrage Franchise League of Douglas county. "If all these good men who have had the ballot for so many years have not been able to make the re-entry, we expect the ren's vote to do it?" "I don't think that it is a question of the 'right' to vote that is at stake. We don't have to argue for a woman's right to the ballot. She has that already and we must simply obtain the franchise for her. There are 149 reasons why women should have the suffrage and the first is that they have a right to vote—the others don't count. "There are three things that women must have before they can acquire the suffrage. They are education, organization and individual effort. We have had the first for the past twenty-five years and are effecting the organization now. The individual effort apparently seems to be the last factor to begin work for us, but it has been started now." Prof. G. A. Gesell, head of the department of Public Speaking of the University is doing much work over the state for the Bureau of Civic and Social Center Development of the University Extension Division.
