Election set for tax hike By Margaret Sullivan Kansan staff writer City commissioners voted last night to set an Aug. 7 date for a special election to increase the sales tax by 0.5 percent. If the resolution passes, the sales tax would increase from 4.75 percent to 5.25 percent. The increase would pay for the expansion of public safety services, including larger police and fire department staffs. Bob Schumm, city commissioner, said the proposal would not allow the city to keep more money than is budgeted for public safety expansion. He said he rebalanced on their property taxes if excess revenues were generated. Mary Thomas, vice president of the Lawrence Association of Neighborhoods, said she favored the sales tax proposal. Thomas told commissioners the special election should be held before voters decided on a proposed bond issue to build a second high school. Mayor Shirley Martin-Smith agreed with Thomas. She said there were many things for the voters to consider and the sales tax proposal would have a better chance on the Aug. 7 ballot. "If you do that, we will win it," she said. Mike Wilden, city manager, said that if the proposal was passed Aug. 7, it would go into effect Oct. 1. It would be a work by January, he said. Half of the increased sales tax would be collected by the city. The other half would come from the county. Schumm said western Lawrence might need a fire station sometime in the future. Part of the new revenue be used in building a new station. Thomas recommended the commission hold a study session on alternative ways to raise money. She also suggested that commissioners start a campaign to inform voters of the special election. In other business, the commission adopted an amended plan for the proposed Eastern Parkway. The Eastern Parkway plan outlines criteria for the development of the Eastern Parkway that would connect the Downtown and Lakes Highways 40 and 50 downtown by City Hall. The commission decided to let engineers who will develop the parkway's feasibility study determine the route. Smith said that although the criteria had been adopted, the parkway was still in its initial stages.
