"People will take regular copper tubing and try to use it for a gas line," Norris said. "They think that if it will hold water, it will hold gas." But Norris said this was false. He said the copper tubing did not seal tightly, which allowed for gas leaks around joints and fittings. City code dictates that only black steel pipe or six feet or less of flexible tubing for stoves and clothes dryers is legal for gas lines. Other restrictions limit running lines through walls and demand that shut-valves be regularly placed along the line. Thomas said that all gas line installations were subject to the same city codes, whether they were for commercial buildings, multiple-family, or single-family dwellings. He said he was going to be applying a permit for the gas line work, and subsequent inspection of the finished work by his office. "The only time an individual can do his own work is for his own residence." Thomas said. And still that means applying for a permit, and signing a letter stating that it is the owner's place of residence, not inclusive of rental property, Thomas said. All other buildings, whether rental houses, multiple family, or commercial, must have a licensed plumber do the gas line work. Still, the codes are violated, and often go unnoticed until someone stumbles across the hazardous installations, Thomas said. Norris said his company told customers when it discovered a potentially dangerous gas line installation. "Usually we take care of it," Norris said. "But if not, we turn it over to the proper authorities." The proper authority for gas installations inside the building is the city plumbing inspector. However, Thomas said that absentee laborers' warnings were turned directly over to KPS, which supplies Lawrence's natural gas. "We encourage people to call us if there is a problem." Burger said. Burger said that KPS regularly checked all lines for leaks and corrected any problems. However, he that gas lines inside private buildings were technically out of its jurisdiction. "We supply service up to where it enters the wall," Burger said. Burger said KPS rarely saw gas lines installed inside the home or business. But if KPS discovers a gas line hazard within the building during routine service, such as lighting a pilot light or inspecting a leak, they try to fix smaller problems right on the spot, he said. So customers often problem arise off of service areas of a building or in extreme cases, service to the building itself would be halted until problems could be corrected. Correction falls under city codes and under the jurisdiction of the city plumbing inspector. "We send out a form letter informing the owner that they have 14 days to alleviate the problem," Thomas said. "Most people aren't aware that there is a problem." Thomas said the owner of such property usually contacted a plumber to have the necessary work done, so compliance with the law was generally not a problem. He said most people wanted to get the potential danger fixed as soon as they were told of the problem.
