University Daily Kansan / Friday, February 17, 1989 7 Nation/World Anti-apartheid leaders denounce Mandela The Associated Press JOHANNESBURG, South Africa — Anti-apartheid leaders gave an unprecedented rebuke to Winnie Mandela yesterday, saying that she has betrayed the trust of the black community and kept bodyguards who waged a “reign of terror” in Soweto. Three years ago, anti-apartheid leaders launched a campaign to promote black activist Winnie Mandela as "the mother of the nation" symbol of resistance to government repression. Since then, her image has been tarnished by controversies about her lifestyle, public statements and involvement with a group of youths who have been accused of crimes. The strongly woreded statement was the first public repudiation of Mandela by the senior leadership of the anti-apartheid movement. They accused her of complicity in the abduction and execution of their son, Kwame Nkosé, a key activist. Sosei Seipel, whose decomposed body was found dumped in Soweto last month. Mandela, in the few public statements she has made, denied that she was at home when the teen-ager and four men were brought to her house on Dec. 29 by her unofficial bodyguards, members of a so-called soccer team known as the Warriors. For example, during abduction, saying the four were taken to protect them from sexual abuse at a Methodist church residence where they were staying in The church has denied the charge, and the anti-apartheid leaders made their denunciation of Mandela at the Central Methodist Church in Johannesburg. Fed punishes bank for discrimination The Associated Press WASHINGTON — A Federal Reserve Board decision that for the first time penalizes a bank for failing to serve poor neighborhoods appears to signal a new willingness by regulators to hold law against such practices, community activists said yesterday. The Federal Reserve rejected a request by the Chicago-based Continental Bank Corp. to purchase a small Arizona bank because it said that Continental had not fulfilled its duties under the Community Reinvestment Act, which requires banks to meet local credit needs, including those in poor neighborhoods. The law, on the books since 1977, is aimed at preventing "red-lining," the practice of denying loans to an entire neighborhood based on the predominant race or economic class of its residents. "We hope this is the beginning of a trend," said Allen Fishbein, general counsel of the Center for Community Change, a Washington-based group concerned with housing and community development. "The Fed has never denied an application on Community Reinvestment Act grounds before. ... This is a major breakthrough," he said. Continental's 14-month-old petition to acquire Grand Canyon State Bank in Scottsdale, Ariz., was rejected on a 4-2 vote Wednesday, with board members H. Robert Heller and John LaWare opposed. Edward W. Kelley Jr. did not vote. The central bank's 10-page majority decision said, "Given Continental's size, as well as the opportunities available in the Chicago area, (the) bank's participation in community development and redevelopment efforts was unsatisfactory." The decision also said that the bank had made "substantially inaccurate" statements for a num- mber of accounts, about its compliance with the law. Health coalition proposes expansion of federal-state assistance program The Associated Press WASHINGTON — A coalition led by the American Medical Association yesterday proposed a sweeping overhaul of the Medicaid program to expand coverage to 11 million more poor Americans, improve benefits and raise reimbursement rates for physicians and hospitals. The proposed expansion of the federal-state health assistance program for the poor would cost at least $13.2 billion and as much as $28 billion more than current Medicaid expenditures, with most of the additional cost borne by the federal government, the coalition said. ment spent $30.5 billion and the states spent $20.5 billion on Medicaid, but fewer than half of the 33 million Americans with incomes below the federal poverty line are enrolled in the program, the coalition said. Reimbursement rates have dropped so low that at least a quarter of the nation's physicians don't treat Medicaid patients. Police find Flight 103 explosive The Associated Press LOCKERBEE, Scotland — A radio-cassette player held the bomb that brought down Pan Am Flight 103, the identity of the bomber is not yet known, the top investigator of the bombing said yesterday. Investigators believe the explosive that shattered the Boeing 740 on Dec. 21 was placed aboard the aircraft in Frankfurt, West Germany, where the flight began, said John Orr, chief investigator from Stratchella police. The plane apparently had been put on the aircraft as checked baggage. "While there is insufficient evidence at this stage to establish the identity of the person or group responsible for this dreadful crime, the progress made and the evidence denied has been substantial." Orr said. He said the brand name of the radio-cassette player had not been established, and he would not say whether it was a pocket-sized device or a model. He did not say whether investigators had located the detonator. Anti-terrorist experts have said that it was likely that the explosive was Semtex, an odorless, highly malleable substance made in Czecho-slovakia and known to be used by terrorist organizations. Treen had 19 percent. The backing of Treen by the GOP's top two representatives was called unprecedented for a state House seat.
