Perry said of studies used as evidence in the hearings. Darry Perry, owner of Kaw Sand Company, said that it had never been proved that dredging was the cause of the degrading river bed. "There's been dredging on the river since the turn of the century, and the bed has dropped." Smith said. But a Lawrence dredger is not happy about the proposal. Perry said that dam levels, regulated by the Corps of Engineers, played as much of a role in the degradation of the river as dredging. These holes (left by the removal of sand) fill up quickly during high flow." Perry said. "But we're taking the heat for it." Smith said most of the dredging companies were already moving upstream because much of the lower area had been depleted of the larger sand aggregate sought by dredging firms. "There will be a lot of dredging between DeSoto and Eudora," Smith said. "The river gets lower and lower, and then the sand washes out from underneath the pilings," Smith said. Smith said the main problems caused by the river bed degradation were bank erosion and loss of property bordering on the river. He said another problem was secondary impact, like the loosening of footings for bridge pilings and other structures resting on the river bed. Smith said damage done in the past was not being addressed at the hearing Smith said that wells were a problem when the water level dropped "We can't do anything about that, but we can control future impacts," Smith said. The cost is usually passed on to the public, who, through taxes, must pay to have the bridges and highway supports replaced. A decision will be made by this spring, Smith said, and should take effect January of 1990. Ralph Wyss, chief engineer for Johnson County water district No. 1, said he was concerned about the dredging for different reasons. Wyss said the district hired Black & Veatch, an engineering firm, to study its water intake system.
