9 Leader criticizes legislative rules University Daily Kansan/Monday, January 23, 1989 by John P. Milburn Kansan staff writer Marvin Barkis challenged state Republicans to form a partnership for the 1989 session of the Kansas Legislature, but did so not knowing what would occur when the session began two weeks ago. During the first sessions, Senate Republicans voted for rules changes that left the Democratic Party powerless, said Barkis, state House minority leader. However, new rules were introduced and voted on during the first sessions, could open up the process and provide for more input on legislation. "Good government took a step backwards in the Senate," said Barkis, D-Louisburg. "The Senate has set things up so it can carry Governor (Mike) Hayden's water and get away doing it." Under the new changes, roll call votes are virtually impossible, allowing the Republicans to hide behind their votes, Barkis said. He blamed Republican leadership for the changes. Changes in the house will allow not just the Democrats but all members to place their input on the governor's proposals, Barkis said. He is optimistic that both parties can work together to make the session successful. Tax issues in his State of the State address, Hayden proposed the return of the $78.9 million federal tax windfall. Additional business tax cuts of $17.5 million also are on the governor's wish list. Hayden has asked the Legislature to deal with tax decreases before dealing with other issues. Barkis expects that a bill will reach the floor of the House in the next two weeks and that it will pass. However, by deciding where to cut taxes, the Legislature will be forced to make tough decisions later in the 1989 session, Barkis said. "We can't have the best of both words." Barkis said. He said the state could not ask for big-ticket items such as highways and education and cut taxes at the same time. same time. It would be wrong to cut taxes at the start of the session and create new ones at the end, he said. Comprehensive water plan Barkis said that a comprehensive water plan must be a priority of the state. The drought that has plagued the Midwest in recent years has made a conservation plan "a nonnegotiable issue." Barkis said. Ed McKeechnie, a Barkis spokesman, said the Non-point Source Contamination plan sought to locate potentially contaminating sites in the state that threatened underground water reservoirs. The long-range plan would attempt to identify and clean-up dumps before they contaminated water supplies. "The state has ignored the water problem for years," McKechnie said. Hayden has proposed to finance the program from revenue generated by the Kansas Lottery. Barkis opposes Hayden's financing proposal. "Water funding is far too important to be determined by the spin of a latter wheel." he said. MeKechnie said that if they were ignored, contaminated water supplies could take millions of y ars to purify. As it stands, the program would cost the state from $17 million to $19 million a year. Barkis said. Funding should come from a user fee that would be paid by everyone in the state, he said, as an additional cost that would go to the maintenance of water supplies. "I have a strong sentiment to leave money from the lottery for economic development," Barkis said. "There is Democratic support in the House to leave lottery money alone and create the user fee." The water plan not only would provide clean water for communities, but it would aid in attracting industries to the state. Barkis said Hayden has recommended that the state spend $6 million on water projects during fiscal year 1990.
