Thursday, October 27, 1988 / University Daily Kansan Bush savs rival would repeal tax cuts The Associated Press DETROIT — Republican presidential nominee George Bush said yesterday that Democratic rival Michael Dukakis sounds like a man "just itching to repeal" the income tax cuts of the past eight years. Bush said his election would be a mandate against tax increases. In an economics lecture stressing his week-long campaign theme, the vice president said the Massachusetts governor "never met a payroll" and doesn't understand the impact of taxes on business. Bush campaigned in Michigan, with 20 electoral votes at stake on Nov. 8, before heading for rallies in Sioux Falls, S.D., and Billings, Mont., small states where his aides said the race could be close. "We're going to shore up our support," said press secretary Sheila Tate. Bush told more than 1,000 people at the Economic Club of Detroit that Reagan administration policies have produced astounding economic growth despite Democratic "voles of doom." The GOP nominee said he would seek to spur that growth by cutting the budget of the Kaisis kis has denounced repeatedly as a tax break for the wealthy. Capital gains, realized on the sale of such assets as stocks and real estate, are taxed like any other income under tax legislation that took effect last year. "Unfortunately, my opponent's only experience with business is regulating it and taxing it. "He's never run a business. He's never met a payroll. He doesn't understand how when you're starting out, you need people to join you in taking a risk. So he paints my proposal as an effort to help the rich." "Wrong," said Bush. He said most capital gains are realized by people who earn less than $50,000 a year. The Dukakis campaign on the other hand cites a Congressional Budget Office study concluding that more than half the capital gains are realized by 1 percent of the richest U.S. citizens. As for income taxes, Bush said rates have been cut by an average 27 percent since Reagan took office in 1981, and the results in new jobs and economic growth "have been staggering." "Despite the certifiable success of our tax cuts in unleashing the longest recovery in our history, my opponent thinks they were a disaster," Bush said, retracting Dakikas' criticism of the during the Democratic primary campaign. "Those sound to me like the words of someone who is just itching to repeal one of the most successful economic policies in our history," Bush said. A CBS News/New York Times poll placed him 13 percentage points behind Bush, a further decline in his standing since their Oct. 13 debate in Los Angeles. Dukakis took no questions from reporters yesterday, but referred to the latest polls during his breakfast meeting with Hispanic members of Congress and community leaders in Denver. "I'm inspired and encouraged as I always am when I meet with you," he told them. "We go forth now from Denver to Pueblo and on across this country to work, to campaign and to win. And we're going to win." Dukakis aides sided to put the best face possible on the poll results. They said the CBS/Times poll did not match their own findings, but some advisers privately did not dispute the California poll. In addition, a Denver Post poll showed him trailing by double digits in Colorado. Charlie Baker, Dakikas' national field director, said internal campaign polling showed voters "trending toward us in the last few days."
