[I have known - & not once only - a Nurse of my own receive an excellent Testimonial from the very Doctor, an excellent man, upon whose report I had (rightfully) dismissed her.] And it may be added with at least equal truth as what has been said of good men acting as Guardians: - that you cannot get education women, gentlewomen, trained Matrons, to act; if they have not the power given them to fulfil their responsibility, - if they are not really the Nursing heads thay have been trained to be: And that successful Medical treatment depends mainly upon successful organization of Nursing. If however the Local Government Board object to the War Office plan, would not the best way about Certificates be to prevent their issue altogether, & for some authority, say the Board of Guardians, to grant a statement of Services only on the application of persons wishing to employ the Nurse? [One does not give certificates to servants to hawk about.]
