Nightingale responds to Jane Senior, strongly supporting her conclusion that boarding-out poor children is far better for their health and development than large institutional schools. She argues that overcrowded schools foster disease and incapacity, and if boarding-out cannot be fully adopted, only small cottage homes with maternal care and proper nursing can mitigate the harm. She adds further reccomendations on school design and infirmary care.
